Thx guys, I think the next step would be for a reporting system where players can report persistent bad manners etc. Perhaps also removing them from the ladder as punishment or something like that.

look at it from the other perspective
why should you get rating changes or why should he lose rating for things that have nothing to do with skill like getting a completely OP civ?
Huh? When someone picks random civ he knows that he can get an underpowered civ and has accepted that. Resigning because you got a bad civ, you ought to lose points unless the other guy dont really bother with rates and agrees to save. Earlier a guy deleted his tc at minute 3 and we voted to save & exit. So, we saved & exited and all got an incomplete assigned... completely fair and exactly why the system exists.

Save and exit games should not be counter as incompletes they should be erased, i lose between 3/8 pts for saving for people and it gives me incompletes... and incompletes need to be counted as a loss. because its started to be abused by certain players who would rather take -3 pts than -10 or -15. (CAMEL) so they pull the plug

I bet its getting ABUSED more than its being USED for good.
The whole problem originates from the dilemma between treating dropped games as a loss (voobly) or as an inc (zone & steam). As I said earlier, zone.com would deduct 100pts for every 5th inc and voobly treats it as a loss according to the Elo system.
With HD only deducting 3pts per inc, dishonest players get punished _very_ mildly right now and they can actually back down behind people with technical problems. The only explanation I have for this atm is that the game still crashes / gets stuck for alot of people (happened to me twice), which would cause significant rating losses, if the voobly/zone regulations were applied. People would be raging all over this forum here
