I made a little tool that randomises teams and player civilizations properly - for those that have the feeling that the game doesn't do a good job.
There are two randomising modes.
1. Using player seeds: Each player contributes to the randomisation process by providing a number (up to 8 digits long). The results are reproduce able. So this is basically a distributed randomisation process. There is a time delay before results are announced in order to make cheating harder.
2. No player seeds: Quick randomisation not involving player input. The starting seed for the random generator is obtained from Microsofts Crypto Random Generator.
Note: The full random civilizations option means that more than one player can end up with the same civilization
