Fact is, if you want every civilization to have a unique unit, you have to find a name for each.
Technically, by the logic above, wouldn't Britons and Celts be the same, since the British Isles were Celtic?
As it stands, AoK's definition of Celt is Scots/Irish. Just like how Saracen should be Arabian to make way for other Islamic civs, rather than constantly seeing them represent the likes of a Moorish civ or Berber civ, when both would be a fair bit different from Saracens if represented semi-accurately.
The reason I'd like to see Bulgars, Rus and Serbs as seperate is more an immersion factor... not to mention 3 new ways to play rather than just 1.

In fact, I printed out the tech trees of AoC and took my crayons from the drawer. Then I started to cross out possible bonuses, things that were already used in one way or another etc. And I can assure you: there's is not so much room for making totally new civs. On some of the bonuses I have now I'm already feeling I'm hitting the border (25% faster university anyone? =p)
That's hardcore, but... I just use a simple Excel Spreadsheet I whipped up once in under an hour.
