Odd, I retested on HD, I get consistently 57% higher (as if the formula did 1.25 x 1.25), and HD on Conquerors data sets scores 77% higher (as if the formula did 1.33 x 1.33). On Conquerors R7 I get 33% faster, meanwhile in WK (Africans civs only version) I get 25%.

Most people just plays out of feelings though, and everyone had the same access to feel the power of Elephant's splash. Also everyone played on same balance, so there wasn't anything unfair going on, more so, the ECL will keep this bug for the current round just to don't change balance mid way...
