Making OP civs less extreme is a good thing that has consensus. But people still like fast civs to remain fast. I don't think watering the top civs down to mid tier lvl is a good idea. Esp when playing mirror you just end up with a slower paced game.

I don't think the scout/maa into 1 range skirm defense works as a flank build in TG. At 17min kts will show up and clear the way for enemy arch. Even scout arch gets threatened badly by 4 kts showing up, let alone scout skirm.

Woads with 2 pa is a bit too strong. But e plums have always been OP with their 2 PA. Even with the base cost increase to 50w 50g they're still OP with the untouched 30% discount.
Woads are supposed to be neutral vs archers, with 2 PA they're actually good vs them.
