What I think is AoFE 2.2 is well balanced as it is already. There's no need for more changes.
Also, Franks should keep their foraging bonus. Before in AoC they were the only civ in the game without an early game bonus that doesn't dominate imperial age.

In imperial age, Mongols should mass the halberdiers, and then have masses of elite mangudai and siege onagers behind the halbs. Nothing can touch the SO's and elite mangudai, and any cavalry that travels through will be slaughtered by the halbs...
Seriously? You think Mongols or Huns are more deserving of Sipahi than Turks? Do you not know how broken 100 HP elite mangudai would be?
They gave Turks Sipahi because in AoC, Turks are one of only two civ with FU cavalry archers, but that was not enough. So the team decided to boost them...
It'll be interesting to see how Obsidian Arrows would change the metaplay. At the moment it sounds like a very strong tech - Mayans can just bust through the gates and destroy castles with skirmishers alone. No need for rams or trebuchets. This tech may put Mayans up a few notches in trash wars.
