Maybe not cheating as such, but the tournament does (very sensibly) have rules enforcing "Respect & Sportsmanship," which I'd say are very firm grounds to throw him out if he does start hiding vils.
Edit: I don't think it's worth the hassle of a ban before the event starts based on his ladder...
Depends on what exactly you mean by this. If it's just 'who is a contender who wasn't in the last 16 of HC3 or RBW,' then the best bet is one of the pure DM players - True, Leash, Jidba, Code and Daywalker are probably the biggest names out of those.

I remember someone saying that it only applied to units which were under the player's control from the start of the game. Could a gaia scout be generated near the tc, something like sheep or turkeys in a standard map, for the player to 'find' and use without having autoscout?
