I'd also recommend looking at section 10 of the Xbox Community Standards, particularly the part about "engaging in behavior or dispersing content that violates these community standards."
This is not White-hat behavior though. What he is doing is making content for his YouTube channel's (commercial) audience and not at all aimed for devs, although he might want it to be fixed. If he would be White-hat behavior, he would have opened ticket or just submitted crash report he did in video. Making exploit more abusable is in contradiction to what White-hats want. White-hat should always be encouraged -- not met with implied threats.
