Let's say you're playing a water map. Would it be better to build a dock first instead of a mill and then get fishing ships out, and wait till feudal age to build a mill to research HD; or is it better to build a mill, research HD, then build a dock?

Probably best to skip it all together. I havn't played FE much, but my understanding of hunting dogs is that you want it researched at least by your second boar? Otherwise I dont think 25% on 600 food is worth it, especially considering that the vils have to walk to the deer and back at least once. So no, not worth it, because on water maps you arent building a mill until 12 minutes.

The term "water map" itself is kind of vague. For example, in 1v1 Mediterranean, it might actually be worth it to skip docks altogether and go for a fast land assault. The extra speed, combined with the slowness of building walls, might make it possible to get in before the opponent is walled. Then, so what if he owns the water?
On most water maps, though, it's just worth it to get the hunt without a mill, so the wood can go straight toward water matters. Fast castle and fire ships can really only be pulled off as a pocket in team games.

the point is on pure water maps you dont build a mill untill feudal so no question of hunting dogs, in maps like continental can be an interesting choise

You need to collect about 400 food from hunting or fishing AFTER you take this research, in order to have a profit. You can hardly reach this number with 3 deer only. So it is only worth it if you are about to take another boar and deer, or at least 4 deer, or if you expect to use some shore fish.
400 food is not too much, even on water maps it may be worth it, if you plan to go shorefishing.
