There are 4 civics with two UUs (eagles not counted): spanish (missionaries), vikes (loangboats), incas (slinger)and koreans (turtle ship);
All four civcs have something common: they require a castle, but why?
All of this second UUs have just a limited use, or are very senceless, generally because u need 650 stone and x minutes for building a castle, after u built it it's mostly too late to strike ur enemy with this UUs, or your strategy just doesn't allow to mine the needed stone.
Would it be OP now, if they wouldn't require a castle?
No.
missionaries have just the advantage of being a bit faster and having some extra HP with bloodlines than a monk, however u can't transport relics and they heal even slower than normal monks, and have lower range. So why not give them the possibility to try a monk-rush? Spanish even lack xbows, maybe missionaries could be an Option instead of that.
Loangboats are even worse, they cost more than a normal galley, their only bonus is faster creation time. If they require a castle nobody will use them, because u could go for normal galleys or fire ships in castle, which are even stronger and cheaper. But if they wouldn't need a castle there would be a new strat: FC+longboats, because they are created so fast and u don't need any upgrade, like galleys need it. It would give us some variety in the endless grush wars in Islands.
Koreans Turtle ship are really extremely expensive, they cost 200w and 200g in normal conquerors and in AoFE 180w and 180g; Koreans aren't the strongest civc on water, they lack for example deom ships; it's just impossible to go for turtleships with no real ecobonus, u need 650 Stone for a castle (even with faster Stone mining) and then the extreme cost and the big converting problems... perhaps without requiring a castle, they would be used sometimes with a combo of galleys or fire ships. And even if they don't Need a castle they would be still slow without the Castle Age UT.
Slinger is the most useful of the second UUs, but since men@arms or lswords are played just very rarely it wouldn't change something; but u could use it to kill pikes, that are trying to kill your ally's knights; so their use would be more in TGs.
Note: Such a change would generally affect the (early) castleage;
