If you're chinese or mayan, use it right away.
If you're Aztec, you don't need to worry about it, except in FE unfortunatelly.
But if you're any other civi, you have to decide the best moment to use Loom.
Loom consumes 25 seconds, the same time used to produce a villager (lower time for Persians, though).
This means that if you skip Loom as much as you can and keep your villager flow constat until Castle, you'll have with more villagers than all your opponents and consequently more resourcers will be gathered. I have already watched some recorded games of experts and some of they that were in the top score had skipped Loom in the first moment. If it is the fact that they skipped Loom and consequently had more villagers that put them in the top score, I'm not sure to say that, but it's something interesting to analysis.
I wanted to have some tips on the best moment to use Loom. Here is my personal experience: I usually save Loom to be research when I get housed, what ocasionally happens when I'm controlling my Scout on map. If I don't get housed, I would use it in a moment that I need to save food, to advance to Feudal, for example. Using the Loom while you're housed is a good deal as you keep your TC working, and while Loom is being researched you can build a house. However, when in black forest maps I try to research Loom as soon as possible because of those dam wolves and enemy's scout and villagers. However, I just research it after the first 4 villagers have been produced from that 200 initial food, so 5 stay on food to keep villager production constant and 2 go together the scout to wall the area. About Loom in Arabia maps I would research it a little later than in BF maps as I need to collect wood before going far from my TC to wall my territory.
