but it doesn't really matter what got changed since this is not a balance patch for water. most of the useless civs are just as useless as before with cosmetic changes to imperial age that do absolutely nothing useful in 99% of RM games
*0.85, yes that's right. Practically I've observed that it leads to 16.5% around increase when I checked the timings for different units in reality. I left the bonus as such while removing it from monks.Bonus is creation time *0.15 which leads to 17% faster army production, the same way that the +33% work rate from conscription lead to 25% faster army production (and tech research)
