I deployed new ping server to US West region. Exact location is in Oregon state. Hopefully now US players get more accurate ping.

Reworked the inner table so it wouldn't resize the outer table and also added desync stats, not sure how useful this info is since it does not mean the player caused the desync but instead the player was in the game that was desynced. Desync stats are collected from patch 4.6 and onwards.
