All your changes would make things unbalanced. The whole point is to make civs a little stronger in there weak points not in there strong points thats how better balance is achieved.
Mangudai are way better than mamelukes. Mamelukes are a bit better vs heavy cavalry and can win mangu in a 1v1 situation but mangudai are SIGNIFICANTLY better in practically every other situation and can even beat mamelukes if microed properly coz of there significant range advantage.
