I think part of it is that we don't have a direct line from group stage to playoffs like we do in other tournaments.
FIFA World Cup for example knows that the winner of group A plays the runner up of group B.

So the silver league "Qualifiers" brackets tab has 17 argentina teams but the "Qualifier Teams" tab has 18.
It looks like E was supposed to play P but to prevent same country matchups somebody replaced E and they didn't get put back.

Except that tournament doesn't then allow, for example, Monterrey (the CONCACAF representative) to borrow all the best players from Leon, Tigres, and the Seattle Sounders in the interest of 'fairness'.
