Is it true, that a unit can't do more damage than it's base attack? E.g. a skirm can effectively only do 2 damage, regardless his upgrades?

Apart from the Hun UT and civ bonuses in general, what do you think are the most usefull and useless UTs in the game and which are fitting in best/worst other bonuses?
I usually play random civ (mostly against Huns or Meso) and often really dont know, whether it's worth to go for the UT or not...
