Saracens are the only three civs with fully upgraded HCAs (Bloodlines, Thumb Ring, Husbandry, Parthian Tactics, Bracer, Ring Archer Armor and Ballistics). Turks (and Japanese in FE, surprisingly) are the other two, but you don't see Turks build em much cuz they have guns and a 20% production...
