Same issue for me, no civ names appear and game crashes on launch. I have redone the conversion several times with no mods
This is on a linux/wine setup, the console gives this error after crash:

Anything possible within the game not using outside programs should be fair play, if it shouldn't happen the game needs to be patched. The game rules simply accept a repair vill up to 2 tiles away, all players have this ability whether used or not... really it just makes tower rush/defense...
The current game engine probably wont support something like that, and I would think requiring some melee units to protect your ranged units give more civs a chance to their use strengths anyway

hc are best on spread formation in which case only the front row will stop shooting. hiding them in tight locations will be harder to abuse too.
minimum range for ca/xbow also boosts combos with camels or pikes, since breaking what ever is shielding the xbow will be more important. this leaves...
arabia is a bad map for this, if gold piles were spread evenly across the map the u wont be forced to kill asap, instead you could take a gold advantage from map control and just sit back while he cant do much. but since majority of gold is in ur base its hard to stop someone taking their golds...
I actually think putting a minimum range on everything, xbow, CA, hand cannon, janni and plumed arch is a good option, if your looking for a single change that wont break things too much, these units will become more of a combo with a melee/siege and it its most effective in the early castle age...
post-imp turtle ship takes 60 galleon shots to kill, kinda has a use similar to rams on shore, but has nice attack power which can make a good push, best used in combo with galleon around 1 turtle for every 10 galleons

There needs to be a patch to fix things like monk speed tech bug, missionary not getting bloodlines. best place to start is things that are more of bugs that can boost some weaker civs.
I think the water lag problem which was fixed in aofe also needs a patch to apply to aoc?
The problem with adding new naval units it wont add much more interest it will still be 40 mins of no land army at all...
the better option is playing maps which allow more than one strategy.
