Principle and integrity I assume. Because if Odette is allowed to play, what would for example Craigert stop from saying that LB10 played for him when they account shared for shits and giggles and he really is about 1600 etc.? (hypothetically speaking ofc) From an admin POV it is the best to keep and enforce the rules very consistently.

My thoughts: is it really account sharing when the other person is your partner and is in the same room with you? Has no one here ever let their girlfriend/wife/friend/dog try to play? I didn't even think about it as cheating because it wasn't with the purpose of boosting up my rating, it was just for fun.
Just imagine a new player going MS with weaker friend and playing the first 5 games vs him...he will reach 1650+ by winning this 5 games, then play vs others and drop to 1400...

Let her play, jeez. Isn't the whole idea of having tournament admins to actually use your head and critically look at a situation?
Ask yourself this: When you set the rating limit what was your intention? Was it to set a precedent or to make sure that the people participating in the tournament are below a certain skill level?
It's very obvious she is way below 1650, and if your only way to gauge that is going to be based on her rating and you'd ignore all of the other substantial evidence that is presented then what's the point in having a tournament admin to look at these things?
And what is the purpose of this tournament? It's for <1650 rated players, it's hardly going to be super serious, money on the line, hardcore AoC is it?
Instead of setting a hard limit you should look at average ratings over a period of time instead of highest achieved
