There's a lot of discussion going on regarding the balance of WK. Nothing really gets implemented since it's hard to know what changes are good until you actually test them, and no one wants to go through the pain of re-installing WK every time there's a change and worrying about compatibility between different versions.
Userpatch 1.5 provides tools to edit game data directly in maps. This modified data is independent of the master data set. This makes it easier to test changes since all you have to install is the map, and it can be transferred in-game to players who either have outdated versions or don't have the maps at all.
Examples:
Unfortunately, these RMS features have limitations regarding what is possible to edit. Specifically, RMS cannot make civ-specific modifications or change the effects of existing technologies. This means that civ bonuses and tech trees can't be changed. Due to these limitations, using RMS isn't feasible as a "complete" solution to the balance, but it still provides an efficient way to test a wide range of factors to at least be better than the current balance.

I put together a nice little tool to help me compare the stats of different units. I thought I'd put it up here as well. Simply input the different unit stats into the Excel spreadsheet and see what happens. It helps to take different scenarios of different units fighting each other to see what the effects are of changing various stats. The amount of validation that this tool has gone through is not extensive, so it may have some issues. For information about unit base statistics, I recommend either:

I put together a nice little tool to help me compare the stats of different units. I thought I'd put it up here as well. Simply input the different unit stats into the Excel spreadsheet and see what happens. It helps to take different scenarios of different units fighting each other to see what the effects are of changing various stats. The amount of validation that this tool has gone through is not extensive, so it may have some issues. For information about unit base statistics, I recommend either:
