Essentially all Age 2 content from high level players or tournament streamers is on Voobly. This is a logo that will be displayed at all times throughout the stream. Most Aoe2 streamers broadcast only Aoe2 content on Voobly. Of course they don't have to display the logo if they're playing other games, and saying it's "permanent" may not be the best phrasing, but my point is that this logo will essentially be up at all times during their streams.Where does it say it has to be permanent?

If you're not broadcasting games on Voobly, you don't have to put on the logo. Simple as that.
First, I do indeed agree that there's room to question whether or not that rule is reasonable. Even if it's not currently being enforced, it is still in the handbook and subject to being criticized. I had always felt that displaying tournament banners (be it for ECL, Hidden Cup, or any other tournament) was a reasonable thing to ask streamers to do, especially if you are willing to work with streamers to make the banner fit their overlay/theme. But perhaps there are more subtleties to this issue than I originally realized. I could very well envision a streamer wanting to be compensated for displaying the banner.I'm sorry, but no amount of spin will change the fact this is pretty much the exact same rule Escape has in place for ECL. Second, and perhaps we disagree here, I do think that asking for a banner to be displayed while streaming a few tournament games is fundamentally a different issue than asking for a logo to be displayed at all times while using a platform. But I think there are reasonable arguments to be made against both of them.
No, currently we do not ask anyone to display graphics on their stream. We are not providing a panel or any logos/ads to be displayed. The rule still is in the handbook in case we do provide these things in the future, but there is no current banner that needs to be displayed anywhere. (Perhaps the rule should be removed from the handbook as it isn't doing anything, but there is no "huge banner" that streamers must display).In Escape's case you are even required to put a huge banner 3x the size of Voobly's logo.
Anyway, that's getting a bit off topic. I do agree that the requirement that the Voobly logo be displayed (while a bit weird) isn't the biggest issue here.
