Well its not like Kellan is going around seeking 16xx to play, he play whoever wants and also doesnt fear to get beaten by someone rated way lower than him, especially yesterday it was pretty hard to get games in general
It's still a great streak, regardless. If he had done that on a new 1600 nick, it would be looked at differently. It's only because he's post 2K that people judge it to be of less value I guess. But I'd say if anything it's more because the net points are less and the risk of losing big points (32+) is a lot greater. Besides lower rated players should be grateful to get the games versus such a good player as Kellan.
