No DLC was said by Cysion, who presumably was just told, hey, DLC time, go make it. This isn't something he decided and when he said no DLC it is very likely he fully believed that.
Lets make sure in our rage we are blaming the right people for the right things.
Blame Microsoft for the DLC and the devs for the civs themselves. Just as I doubt the devs pushed for DLC I doubt Microsoft pushed for these specific civs and techs.

they are just trying to feed us and delay age 4. game is completed, we just need techical fixes and some balances (we just need to fix chinese, khmer, tatars and the game will be absolutely playable, even it is playable now but with few issues)Maybe I'm in the minority here but I'm looking forward to playing the new civs when they are inevitably patched and nerfed, new content is always fun.
Also, how is the game broken? I understand there are some issues, but the aoe2 community is the healthiest it's been in years, probably since it's release.
I do understand the frustrations though, especially when the civs are likely to be completely broken on release and people without the expansion will get destroyed by those with the new civs. Also the new civs seem fairly generic, surely there were some more interesting historical ones that could've been implemented instead, although I am not an expert on the period.
One positive tho is how Microsoft are clearly intent on supporting the game and bringing new content to the casual players who (i know we all think we are superior) but make the bedrock of any game. We would have no competitive scene without them, there'd be no interest.
I know people would happily sit here and have the game never change for the next 20 years, but this is how games die, they get stale and people stop playing them. I like the idea of changing things to keep things fresh, i just hope they can implement these without making the game unplayable in terms of lag/ civ balance.
I can see viper, daut and the other top players playing and trying it for months, because they will try to be the top there and the game will have big tournaments at release, since it will be medieval age again with modern stuff i can see a lot of players trying it for way too more than just 2 weeks like you are saying.I really doubt that most will leave for aoe4, I mean we have no real idea of what it will be but considering how reluctant this community is to change I cannot see most playing a modern rts. People will play it for 2 weeks and come back to good old aoe2. Also Chinese and Khmer are fine? Khmer even got nerfed? tatars are silly tho I do admit that one 11
