Your comment made me read the article regarding that specific statistic. I think their intention when they say that is 1/3rd of people use "cheats", is literally that. So enabling cheats against AI in the campaign or whatever counts for this statistic. I don't think it means anything close to 1/3rd use cheats in pvp games illegally/third part software, obviously.BBC wrote an article about a video game cheating bust:
