I think technically most people know that he is one of the best players, but rankings are usually mostly based on tournament performances, and there Modri does not have that much outside of Arena.
People do remember him losing vs. komtan in the KotD 4 qualifier. In The Open Classic and History Hit Open he lost in the Ro64 as well, and for quite some tournaments he did not sign up.

If players like Tim, StrayDog and CL still were playing international 1v1 tournaments, those could also be close to the top 30.

So some players, including Modri and LaN, probably could get better results, but don't participate in as many tournaments as classicpro and Dragonstar recently, so they are harder to place.
(Modri is ranked 33 on the tournament ELO website, but only participated in 20 tournaments registered.)

I think it's a reasonable assumption they meant at the current time, as if it were all-time, they would likely have put Grunt, Koven, Halen, Kkab, etc. at least somewhere in the top 30.

After top 16 anything goes, you're just listing random names at that point and a ranking is impossible. Those guys don't play in major tournaments, and when they (rarely) qualify they have to beat someone from the top 9-16, not someone from around the rank 20 like them. You know they're good, you know they beat a rank 30 player, you know they hold a bit against a top 16, but there is no easy way to compare them with each other, unless it's a rare tournament without the very top players.

I think you're the only one who still considers Tim a top 30 contender. His latest tournament results (which start to date back a few months/years) are very far from that level. I think his best years are definitely long gone and he would be closer to a top 80-100 at the moment.

StrayDog you never know. Could be top 25 on Arabia and top 200 on other maps.

I know that his shape is not like 4+ years ago compared to other top players, but I think it is also hard to say where exactly to place him if we don't see him in any 1v1 tournaments. Based on his ladder ranking, he is a top 50 player, and I would argue that #48 is not too far from top 30, and definitely closer than to 80-100.

I don't think you could easily list 80+ active players that are better. Possibly 50, possibly 60, but who would be 80 or even 100?

Hera is grinding a lot and back in shape. Lierrey is in military and barely playing.
So, currently Lierrey is below Hera.

If we're talking about Lierrey post-grinding (hypothetically), then he's no1 for sure. Only peak Viper (2018/19) maybe above him
