I dont play anymore but if I was to play again, i think this change would make a big difference.
For ranked teamgames: force players to join queue one by one, then the lobby autobalances the teams. This could possibly lower the searching time as well, and I suspect the amount of players playing teamgames would go up.
I also think its possible the norm of stacking in teamgames has killed many players interest in playing teamgames. Players discovered the best way to win, is to win the game before the game: get the best players on your team.
And I get it, its always more fun to play with your friends. And if youre a very good player, chances are your ingame friends also happens to be very good players as well. But its also no fun for anyone to play against stacks, and balanced games are always the most enjoyable.
So you would sometimes get to play with your friends, sometimes against them. I think if you want to play casually with your friends, you could play unranked and team with whoever you want.
This is the part I miss about old HD teamgames. Everyone knew each other, and we would almost always try to balance the games as much as possible. Even on a horrible platform like HD, this game had a special kind of magic to it that I never found again.
On voobly people would smurf and stack, nobody cared about balancing the teams anywhere for the most part. On DE you have almost no smurfing afaik, but teaming with the best players you know is very typical.
I think at the very least this is something that could be tried out, see if people enjoy teamgames more and if activity goes up.

EDIT: I also thought of a function - maybe you could queue together with friends, so you get to play in the same game as your friends, but the game will always balance the teams based on elo for ranked teamgames?
