I would like to point out that this example is totally irrelevant here, that it makes zero sense. You are comparing football to AoE2. A multi-million dollar sport with over a billion viewers versus a few-thousand dollar video game with a few thousand viewers AoE2 needs all the people willing to assist in tournament coverage that it can get, whereas that isn't the case with football. Also, if you offer free broadcasting for football, then viewers that pay to watch a match will not feel the need to pay to watch and would end up watching on the free stream instead. While on the other hand, you don't have to pay to watch AoE2, you just tune in to watch the games without paying a single penny. So letting someone broadcast El Clasico for free is a very big hit to the organizers, as well as the broadcaster who paid a lot of money for the broadcasting rights, as opposed to the smaller streamers in this case.
Regarding the streaming policy, I personally feel that smaller streamers should be allowed to broadcast for free, but that's my opinion. I also feel that I don't have a say in this (since I'm neither a small streamer nor the organizer). Although I disagree with having a fee for the smaller streamers, I respect the tournament organizer's decision regarding the same.

You have casters, organizers, players, viewers in both cases. The one is developed the other is developing. People only paying for football because it’s worth for them. I wouldn’t pay one Cent to watch it, i wouldn’t even watch it when my friends pay for me all entries because for me it’s super boring.
streaming fees are broadcasting rights in this case. Memb has these rights, he got them from the organization who Sponsor the tournament and now he’s selling basically the rights to stream. So in football you have dazn paying for these right and then take money from interested people back. While in aoe you can decide as viewer if you want to support or not. So if a small streamer asks his viewers to help him to cover fees they might help or might not . It doesnt matter if the organization payed for the rights before or not. It’s just supply and demand.
