No they cannot, for various reasons.
The DM community is not really big enough to start with a 3v3 , we won't get that many teams signed up.
The draft pick again serves a few purposes: helps equal up the top 8 teams left. Allows the event to grow into 3v3 and not just 1v1 or 2v2. Adds some uncertainty compared to just the top 3 or 4 guys joining 1 team, with lower ranked teams getting stronger compared to the higher teams getting weaker.

i don't really understand it either ... is the maximum player number allowed to sign up per team 2 players? or are the teams obligated to play the 3v3 with the drafted player (might get tough if one drafts a player from a different timezone for example ...
Is it possible to make the sign-ups public? (I guess this doesn't really have anything to do with rules and settings)
one could still make a rule that the drafted player has to play in the 3v3 ... in my case i'd like to sign up with 2-3 other nC-guys (RM'ers) but we still don't know how many time we will have, so if we are only allowed to sign up 2 ppl it will potentially result in troubles sheduling or AW's or no sign up at all ...
however the decision is, it should be stated in the rules to make clear how many players per team are allowed ...
