I, personally, would've preferred that Burgundians and Sicilians were not added to the game, alas, their existence is a fait accompli, and it's not going to change. The civs themselves looked kind of OP before release but after a few weeks they've shown themselves to be lacklustre in most scenarios, to the point being reverse drafted as the first two civs (thus, as the presumably worst two civs) in a recent showmatch, and we can expect them to receive some tweaking in the near future so as to turn them into more viable options. Also, in the interest of full disclosure, this is my first post here, so I'll admit to being a pleb AND to being annoyed by the constant calls for balance changes from the likes of Deathcounter and Lord Patito (sorry guys!) which, while not always terrible, become irksome merely by it's periodicity. By making these admissions I mean to say that any criticism/flaming of my proposal is fair play. Not that aoezone ever needed permission to flame.
Moving on to the actual suggestion, I wouldn't dare to propose a major change to either civ given that, as I mentioned, I'm not exactly a good player so I may not always be able to grasp the full extent of the influence of a small change, but I do believe that a small change to the Burgundian UT, Flemish Revolution, could make it a more interesting option by turning it into a less meme-ish, but still relatively yolo, move:
Have Flemish Revolution turn only your male villagers into Flemish militia.
Given that vils are gendered randomly, at the point of researching the UT roughly half your eco, give or take, will become militia, and the other half will remain working as villagers, thus not running your economy into the ground while still giving you a decent number of military units in one go. The downside, on the other hand, being that you can't just double click all of your eco and send it to the front in advance of researching the UT, but rather you'd have to either select the vils in advance (which, admittedly, is kind of impractical) or move the militia to the front after the UT has been researched (which is slow). This wouldn't be as much of a problem if you're researching the Revolution defensively, however.
Of course, this is hardly something that will make Burgundians an insta-pick or even a good civ, but as I mentioned, I don't feel myself up to the task. Hell, I wouldn't even know where to start. Having said that, I believe this could be a potentially good change and a move in the right direction.
Thoughts?
