I mean balanced for 35 civs
Example:
(1) Standard TC start (1 scout / 3vils / 8 sheep / 2 boars / etc)
-No ridiculous hunts for mongols / herdables for tatars & britons
(2) Scattered Serengeti woodline with longer distance from TC
-Harder to wall out cavalries
-Towers can be annoying
(3) Map surrounded by water
-Having the option to fish boom & fight for the water yet wont be game deciding
-Smaller land mass nullifies mobility, making slower land units viable
-Towers control more land resources
(4) Fewer stone on the map
-Limit number of towers / kreposts / castles
-Indirectly buffing saracens / portuguese
The closest thing I could come up with is Arena with palisade walls and a very small lake in the middle and no relics.
This would allow both aggressive and boom strategies and Aztecs would not be the best civ by default. Both water and non water civilizations would be viable.
Would you also agree it sounds incredibly dull?

A BIt's literally not possible to make a completely balanced map. Even if the map is fully mirrored.
This is because farmers don't use the bottom left and bottom right part of the farm to walk on. Therefore farms placed on the right side of TC or mills are more efficient than farms on left side of TC.
So even in a mirrored map one player would get safe and efficient farms and the other player would have to choose between safe or efficient farms.
Granted, this is a very small effect. But it exists and therefore one just technically can't make a completely balanced map.

I think it would be more fun than normal Arena but not nearly as fun as acropolis.

-Theres like 50% on coastal where one player has back water while the other doesnt.
Having to warp things so much because of to one civ suggests that there might be a problem with the civ? I mean if relics make the game more interesting fundamentally (and they do) you should want them and want civs that benefit too much overall from them to maybe have that looked at.I was thinking of something like this.

The relics are back in because it makes the game more interesting but I still think that Aztecs would be more balanced without. 100% balance is obviously impossible.
The walls are on cracked sand so they should die somewhat fast.
