The intent doesn't play a big role within an apology. The important factor is what was said or done that initiated something at the other side that you haven't seen coming or didn't reflect in the first place. So he apologized for not having understood that making these sounds might insult another person. That is fine.An actual apology isn't due because he had no ill intent towards anyone involved, and he was already attacked unfairly by some of the people involved even after the case was clarified.
Still he apologized, just out of education and sympathy towards the brazilian players, which is more than enough for this case. And no, he has no obligation to stop making monkey noises for example.
Though a bit of more reflection is missing in my opinion. And that is what to do, to not make that happen again. And yes, with the knowledge he has now doing these sounds again in the same situation would be showing that the apology was not serious, there has not been any reflection process and that it was manipulative to regain goodwill in the community. Behaviour needs to be reflected and changed after an apology, else it is manipulation.
