I think it's pretty hard to say how the civ settings will play out without seeing them in action. Certainly there will be some poker-style skill / luck involved in civ picks, which is what Metal is saying when he says it's your fault if you're at a disadvantage. The settings here are very similar to games 2-4 of the Arabia 1v1 knockout rounds which went great IMO. Obviously the Castle Age start changes things, and possibly the top civs are more imbalanced in Castle Age start (I don't know if anyone knows this for sure yet since there's no established meta yet...) but that didn't seem to be the focus of your criticism.
Arabia 1v1
game 2: no bans (0 bans)
game 3: no Huns/Meso (3 bans)
game 4: no Huns/Meso/game 3 civ (4-5 bans)
MoA4:
game 1: one ban from each player (2 bans)
game 2: one ban from each player + no reuse of your g1 civ (3 bans)
game 3: one ban from each player + no reuse of your g1 or g2 civ (4 bans)
