After the nerf to incas' villagers, which was a core part of their identity as a civ, I was trying to think about other ways to compensate for that and maybe form a new part of their identity. One idea was to allow incan buildings to be placed even on uneven terrain/hills, where they wouldn't be able to normally. It makes historical sense, given that they lived in mountainous terrain and built cities and farms all along the Andean ranges. I also feel like it aligns well from a gameplay perspective with their other bonuses, which tend to be small but significant "quality-of-life" improvements that just make things a bit smoother (extra house space, smoother dark age with the free llama, villagers more resilient to raids). Perhaps it could even be a team bonus to replace their current one, which is pretty weak.
