Perhaps a more unique alternative to the cheaper technologies bonuses which have been suggested here would be faster researching technologies?
This would overlap less with the Chinese civ bonus and could give the Goth player small advantages at various stages of the game, such as less idle TC time for researching loom and wheelbarrow/handcart, faster man-at-arms research, much faster hand cannon addition with the faster chemistry etc...
I'm not sure how strong it would have to be, maybe a flat 50% or if that proves too strong it could be staggered as 20%/30%/40%/50% faster in Dark/Feudal/Castle/Imperial Age.
I think the one exception to this bonus, as with the Chinese, should be the next-age researches, since this would be a little too strong and overlap too much with the Malay and Persians.
