Recs are DE Patch 47820.
This is possible without deer, but usually not recommended, since there will be idleTC-instances without some feudal force-dropping of eg. berries (if investing into doublebit-axe, that is). Realgame-recommendation for generic civs remains to just go 21pop, which does not have such problems since there is +1farm early on, or push one deer which is a sufficient boost and allows even 20 pop for Generic non-ecobonus civs. With 2 deer, 19 is possible (see rec2).
Much like any other fast MaA, it's rather all-in in nature and reliant on doing damage with the faster power-spike, so such <10 sec idle TC is not all that relevant to it's viability.
Rec1 continuation in the rec is making horsecollar and going up to castle age xbows.
