I remember Elusive saying it doesn't depend on the game time, but on the size of the recorded game file. The limit is 2mb, if the rec file is already bigger than that by the time you join the game room, voobly won't let you spectate the game. It's to prevent Server Overload issues I think.
When the spectator mode came out, the initial threshold was only 1mb if I remember correctly!
In fact, I think the "late spectate" function wasn't even available at the very beginning! Only the players who were there before the game was launched could spectate.
Standard UP v1.4 supported spec late join from initial release. Specs are able to join until 10000 game turns have passed, which is usually around 10 minutes for a single player game or 15 minutes for multiplayer. When support was added on Voobly for v1.4, late join was unsupported initially, as you mentioned, but I think the current implementation is excellent and the limit is much higher.
