I can't confirm because i wasn't there personally but my impression was that archers didn't shoot flaming arrows all the time so imo it makes little sense to give every archer bonus vs buildings. El Dorado is okay because it's civ's "identity" to have one the cheapest military units in the game be effectively as strong as knight but also countering monks and halbs too.Ye totally agree. I dont understand how someone can come to the conclusion that obsidian arrows is better than +40 hp on eagles. El Dorado should have been nerved long ago.

Just give it to Incas :PObsidian Arrows was extremely overpowered, and was completely unnecessary for Mayans to have in the first place. It was removed for extremely good reason. Any attempt to bring it back, even in a heavily nerfed state, would be futile and naïve.
