You should keep in mind why vill fights arent allowed in the first place on these maps. If you are vikings and aztec comes to murder your villagers, how would you feel?
Same thing applies to pers tc.
I have made some rules up which can be used to prevent situations like this, including the pers guy with bad map placing tc next to enemy to force a restart.
-First, take away civ like pers to take away the huge advantage in tc war.
-Second, dont allow enemies to kill eachother's tc /vills before both tc are up with arrow firing at eachother. Both will have to work around it, garrisoning villagers is NOT allowed in this case. If either one do so game will be lost to guy who does it first.
We can all agree placing tc at the right spot etc is a skill too. How many games have people played on LN/nomad when looking back you think: '****, i should have placed my tc this way so....' If you take away the tc actually killing eachother it can be turned into a very fun battle without having a tc with 2x as many HP raping your ass.
