The achievement screen was made by Baron (hence the reason why it looks so good), with an API from CA that supplies him with the information. I'll check where the % decision was made, and discuss it.

Luckily Making a map pack isn't that hard. And we want the maps to be tested anyways. So a pilot wouldn't cost a lot of time and we can see from there. Thanks for your feedback!

We face a small problem (no drama here, move along). We make a ton of maps, but hardly any of them get any play test time. And play test time is what makes the better maps (hell, even Arabia gets its occasional change). Then there is the problem...
