You can nicely see in the referenced video what effect 0 frame delay for units has. They instantly fire, so they don't even need to stop in order to attack. I hope people see in the video that this system is somewhat broken and not really desired gameplay.

It's not about the skill, but about permission/code availability. AFAIK Elusive is the only one with access to the code, and he doesn't care about Voobly's problems since 1.5 years or so.
