I think undoing an obvious wrong is much more important than letting a few people who beat some cheaters have their glory. Reset the ladders and forget about it. This will all be over in a week or two and life will go on.

I guess it depends on what you mean by punishment. If you want to make a list of people who are bug abusers so you and others can avoid them, then go ahead. But if you're going to start banning people from playing, then I think you need more justification.

Because all they're doing is playing the game. Imagine buying a game, playing it and then being banned because somebody doesn't like the way you play, even when you didn't use any hacks, game edits, external software etc.

I agree with this. I think Viper was right in a recent stream to quit immediately once he realized he was against a cheater. The clip of Riut beating this guy was funny, but I worry that giving him more attention will only encourage him to cheat more.
If you want to make a serious argument you should provide relevant quotes and, ideally, timestamps for a video in which he says them so that other people can properly judge them in context.
