repairing buildings require the resources it took to build them, say a tower requires both wood and stone to repair
so a TC actually should cost both wood and stone to repair, if to align the standards
instead the TC costs 4x the wood and no stone (at least 1 stone in stockpile) is the solution...

I don't see what's wrong in improving the system -> making the ladder more credible for seedings.

since 1v1 ladder elo are often used for tournament seedings, does it represent/reflect one player's real skill well enough?

reason why the other mods have that is, they also lowered the height of connected walls which I didn't, and those are usually the biggest part of a wall
I only changed the tall(single) walls so it would be rare for the inconsistency to happen
I got some better ones:
Free Masonry (maybe requires university)
Skirms don't have minimum range as a civ bonus
Economic buildings (Lumber/Mining camps and Mill) take 50% less time to construct (as Team Bonus)
