They already have a bonus against buildings + most civs have arson.

Can we maybe get visible farms, units not pathing through other units, the patch from 3 weeks ago that failed, OOS Errors solved, more than 100 lobbies viewable in game, or literally any of the thousands of bug fixes before we worry about a special tournament mode that only helps a dozen people
I think it's more of a communication issue. The organizer has no control over the payment timeline, so they surely can't have responsibility for its timely payment.
What is likely lacking is clear communication that payments will likely take 60-90 days or longer.
