i dont think the majority of top players would be blocking each other. most of them want top level competition.
if someone is blocking highly ranked players to gain elo, eventually they will stall out in their gains. cant see them getting particularly high elo doing that.
i think allowing people to block opponents would be better. it seems stupid to force people to play against cheaters like ertug, or blatant smurfs.
