First half of it is kinda false (2 better than average civs and 2 worse than average civs), yes, but not all (as in the whole statement) false as they did at least tried to balance it later. I still believe the effort is there tho.
As Cysion once said, the new civs will always be broken at first to draw people to try them out and then balanced later. If you believe in their dedication post launch, then I think there's not much to worry about.

Personally, I think there should be a function to make a forum public so that people can both preview topics with some other people without posting it to the public and not worry about people having to join the group later. Is it possible?
Just speculation, but I think it is because out of all these people, Yo is most acquainted with Memb (not saying he is not on good terms with the other guys, but "most acquainted" with memb). The sponsor worked heavily with Yo in organising this so there's that.
