Wouldn't this also be an indirect nerf to quickwalling? Melee units would probably be able to attack through diagonal walls more often than they do now. (For example, the wolf/scout walling that became so popular recently would be harder to pull off without taking too much damage I guess)

I think what you are talking about is essentially not "actions per minute" (APM) but rather "effective actions per minute" (EPM). APM nearly always and also in every other game refers to the pure number of keystrokes, while EPM doesn't count redundant/spammy keystrokes.

I think it's very interesting to see that the HD player base nearly remained at the same numbers although DE came out. Seems that Microsoft is far away from uniting the community.
As far as I know you can't do that. The only commands you can type before your message are:
"*" -> everyone sees your message
";" -> only your team sees your message
"#" -> only enemies see your message
Did you know that sheeps + trees are also part of the glitching party? I just lost my scouting sheep to the forrest. (It did not get spawned there, it glitched inside while scouting....)
Would be interesting to see the same graph for HD and Voobly ratings, in theory this information should allow to create a pretty accurate mapping function between the different ratings, right?
