Well, not neccessarily but its definitly close to it. Main problem with this seeding method is it has a huge gap in value between seed 8 and 9 meaning seed 8 is just way better.
If you're the 7th or 8th best player but ended up in the bottom half you now have to wait until you get lucky enough...
Since there is no single best seeding method / tournament format and all of them have advantages and disadvantages I don't think a tournament host needs to explain why he chose the one he chose as long as it some kind of reasonable system.

I don't think there should be any debate about the admins right to restart a game. If he wouldn't have that right, there could be situations where one player has a massive disadvantage without having a chance of knowing.

The reason why they choose the number of bans they did (and why I think they wouldn't implement a opt-in) is that with the current system you are able to match two players and afterwards chose one map of them that isn't banned. For that to work every player has to ban less than half the maps...
