Well in AoC you couldn't make Eagles in Feudal, and Castle Age Eagle Warriors in AoC = basically Castle Age Eagle Scouts in DE. Forgotten Empires are the ones who made Eagles more powerful

There should ways to nerf it: minimum game time before researching it, max number of vills before researching it, etc.
If devs refuse (willingly or unwillingly) to balance certain aspects of the game correctly, then I see no problem take the matter in their own hands by limiting broken units or technologies

If anything, if admins should be more lenient towards some players (like a sign up 40 minutes late or something), it should be with the lower seeded players who often are less familiar with big tournaments; definitely NOT with the veterans.
