I've been having the same problem for ~6 weeks now. Interestingly enough, the few seconds of normal FPS after alt-tabbing gave me the idea to try running the game in windowed mode instead of full screen, which fixed the lag for me. Of course, playing in windowed mode isn't ideal, so hopefully...
Been having the same issues as well.
I had a yellow clock on my name in a ranked game and people were complaining about the lag it was causing. My game was running perfectly smooth before the hotfix :(
The problem with Fast Imp vs Cumans is that it gives their feudal boom too much time to pay off. So they can do their own FI with almost twice as many vills and only a couple minutes slower, which usually works out in their favour.
They're playable, but the Cataphract tech cost reductions didn't make much of a difference in that regard.
In 1v1s, its rarely worth fully upgrading the Catas unless you are planning on making a lot of them, which is usually not worth it because they are so expensive. Instead, you might see...

If you optimise your boom with...
Wouldn't you prefer to have consistent balance changes where the 'worst civ' can change with each patch as new bonuses are given, taken away and adjusted?
This certainly sounds a better scenario than ignoring the fact that certain civs aren't competitive.
Of course we don't want another...

Goths are easy to beat in late imp on BF. Any civ with gunpowder, SO or a strong unique unit like Chu Ko Nu can deal with them cost effectively. Usually it's just a matter of holding against the Goths in early imp, they are most dangerous when they threaten to get Huskarls into your economy...
Perhaps a more unique alternative to the cheaper technologies bonuses which have been suggested here would be faster researching technologies?
This would overlap less with the Chinese civ bonus and could give the Goth player small advantages at various stages of the game, such as less idle TC...
