You clearly don't understand what you're talking about here -- for one, windowing on Windows (read: GDI's implementation) has been leveraging video hardware since Win2K to offload intensive tasks (e.g, basic operations like rect filling, compositing windows for presenting to the primary, etc)...
That doesn't indicate anything and is more-so characteristic of the hardware not being fed efficiently; spending most of it's time stalling/waiting on lengthy dependency chains to retire (a very common scenario).

I probably should've phrased it as "what is your ideal platform [to play AoE on], assuming the absence of technical issues (e.g, performance)".
The project is essentially a rewrite of the game engine (game programming is a hobby of mine -- game design not so much. I also cannot draw for peanuts)
